بيان صادر عن منظمة حقوق الإنسان في سوريا – (ماف) بمناسبة اليوم العالمي للغة الأم.
في 21 شباط من كل عام، تحيي منظمة الأمم المتحدة للتربية والعلم والثقافة (اليونسكو) اليوم العالمي للغة الأم تأكيداً على أن التنوع اللغوي حق أساسي من حقوق الإنسان وجزء جوهري من هوية الشعوب.
إن اللغة الأم تمثل الذاكرة والانتماء والثقافة، وأي تهميش لها يشكل انتهاكاً لمبادئ العدالة والمساواة. وقد عانت اللغات غير العربية في سوريا، وفي مقدمتها اللغة الكردية، من سياسات الإقصاء لسنوات طويلة. ويُعد المرسوم رقم /13/ لعام 2026 خطوة إيجابية نحو الاعتراف بالتعدد اللغوي، إلا أن ذلك يتطلب تثبيته دستورياً وضمان تطبيقه عملياً.
إننا في منظمة حقوق الإنسان في سوريا – (ماف) نؤكد أن حماية اللغة الأم واحترامها هو أساس بناء دولة المواطنة والتعددية، وحق تقرير المصير حيث تُصان حقوق جميع المكونات دون تمييز.

Her sal di 21ê Sibatê de, Rêxistina Perwerde, Zanist û Çandê ya Neteweyên Yekbûyî (UNESCO) Roja Zimanê Dayikê ya Navneteweyî pîroz dike, û piştrast dike ku cihêrengiya ziman mafekî bingehîn ê mirovan e û beşek girîng ê nasnameya gelane.
Zimanê dayikê bîr, aîdiyet û çandê temsîl dike, û her cure dûrxistina wê binpêkirina prensîbên edalet û wekheviyê ye. Zimanên ne-Erebî li Sûriyeyê, bi taybetî Kurdî, bi salan e ji polîtîkayên dûrxistinê êş dikişînin. Fermana Hejmar 13 a 2026an gaveke erênî ye ber bi naskirina cihêrengiya zimanî ve, lê ev yek pêdivî bi bicihkirina destûrî û pêkanîna pratîkî heye.
Em li Rêxistina Mafên Mirovan li Sûriyeyê – (MAF) piştrast dikin ku parastin û rêzgirtina zimanê dayikê bingeha avakirina dewletek welatîbûn û pirrengiyê ye, û mafê çarenûsî ye, ku mafên hemû pêkhateyan bê cudahî têne parastin.

Statement issued by the Human Rights Organization in Syria – (MAF) on the occasion of International Mother Language Day.
Every year on February 21, the United Nations Educational, Scientific and Cultural Organization (UNESCO) celebrates International Mother Language Day, affirming that linguistic diversity is a fundamental human right and an essential part of peoples’ identity.
The mother tongue represents memory, belonging, and culture, and any marginalization of it constitutes a violation of the principles of justice and equality. Non-Arabic languages in Syria, particularly Kurdish, have suffered from policies of exclusion for many years. Decree No. 13 of 2026 is a positive step towards recognizing linguistic diversity, but this requires constitutional enshrinement and practical implementation.
We at the Human Rights Organization in Syria – (MAF) affirm that protecting and respecting the mother tongue is the foundation for building a state of citizenship and pluralism, and the right to self-determination, where the rights of all components are protected without discrimination.
