تتابع منظمة حقوق الإنسان في سوريا - (ماف) بقلق بالغ واقع الفلاحين المتأزم جراء التأخير الحاصل في تسديد فواتير الحبوب، حيث لم تتجاوز نسبة المبالغ المدفوعة أكثر من 3% فقط.
وتشير المعلومات المتداولة على صفحات التواصل الاجتماعي إلى دخول طرف ثالث مخفي يتواصل مع أصحاب الفواتير للمطالبة بنسبة تصل إلى 7% من قيمة الفاتورة، إضافة إلى مبالغ بالدولار، مقابل تسريع صرفها، فضلاً عن حصول بعض المزارعين على مستحقاتهم كاملة خارج الدور وبطرق غير شرعية. وبناءً على ذلك، تطالب المنظمة الحكومة السورية المؤقتة، وعلى رأسها رئيس الحكومة المؤقتة أبو محمد الجولاني بتشكيل لجنة من الخبراء لتدقيق الفواتير التي صُرِفت خارج الدور الرسمي ومحاسبة المعنيين والمتورطين كافة، مع الإسراع في صرف بقية الفواتير دفعة واحدة كي يتمكن الفلاح من تجهيز أرضه للموسم القادم، ولتجنب الخلافات والنزاعات بين الشركاء في الفاتورة الواحدة جراء تجزئة المبالغ.
ومن جانب آخر، وحول التصريحات الصادرة عن وزير الطاقة ومدير الشركة السورية للنفط بشأن أرقام كميات النفط المستخرجة والمكررة، والتي دحض صحتها أحد العاملين في حقول نفط رميلان، تطالب المنظمة بتشكيل لجنة من الخبراء والهيئة المركزية للرقابة والتفتيش للتدقيق في تلك البيانات بكل شفافية ونزاهة، على غرار ما تم في مؤسسة التأمينات الاجتماعية بحلب.
كما تطالب المنظمة المنظمات الدولية بضرورة التدخل السريع والفعال لحماية الإنتاج الزراعي في المنطقة.

The Human Rights Organization in Syria - (MAF) is monitoring with grave concern the dire situation facing farmers due to delays in the settlement of grain payment invoices; to date, no more than 3% of the total amounts due have been paid.
Information circulating on social media indicates the involvement of an undisclosed third party contacting invoice holders to demand a cut of up to 7% of the invoice value—plus additional sums in US dollars—in exchange for expediting payment. Furthermore, reports suggest that some farmers have received their full dues out of turn and through illicit means.
Consequently, the Organization calls upon the Syrian Interim Government—led by Prime Minister Abu Mohammad al-Julani—to form a committee of experts to audit invoices paid outside the official queue and to hold all responsible parties and those involved accountable.
The Organization also urges the immediate, lump-sum payment of the remaining invoices to enable farmers to prepare their land for the upcoming season and to prevent disputes among co-owners of shared invoices caused by the piecemeal disbursement of funds.
Separately, regarding statements made by the Minister of Energy and the Director of the Syrian Oil Company concerning figures for oil extraction and refining—the accuracy of which has been challenged by a worker at the Rmelan oil fields—the Organization calls for the formation of a committee comprising experts and the Central Authority for Oversight and Inspection.
This committee should audit the data with full transparency and integrity, mirroring the process previously undertaken at the Social Insurance Institution in Aleppo.
The Organization also calls upon international bodies to intervene swiftly and effectively to safeguard agricultural production in the region.
