بيان صادر عن منظمة حقوق الإنسان في سوريا – (ماف)
تتابع منظمة حقوق الإنسان في سوريا – (ماف) ببالغ القلق والاستنكار الجريمة المروعة التي شهدتها مدينة ديريك، والتي أسفرت عن مقتل طفلة وامرأة وإصابة شخص آخر بجروح متفاوتة إثر هجوم مسلح استهدف منزلاً في مدينة ديريك.
إن هذه الجريمة تشكل انتهاكاً صارخاً للحق في الحياة والأمن، وتأتي في ظل استمرار حالة الانفلات الأمني التي تهدد حياة المدنيين وتزيد من معاناتهم اليومية. وتؤكد المنظمة أن استهداف المدنيين، وخاصة النساء والأطفال، يعد جريمة لا يمكن تبريرها تحت أي ظرف، ويستوجب تحقيقاً عاجلاً وشفافاً ومحاسبة جميع المسؤولين عنها.
وفي هذا السياق، تتساءل منظمة (ماف): أين دور الإدارة الذاتية المؤقتة من هذه الجرائم والانتهاكات المتكررة التي تطال المدنيين؟ وأين مسؤوليتها في حماية السكان وضمان أمنهم وسلامتهم؟ فبينما يواجه المواطنون الفقر وتدهور الأوضاع المعيشية وارتفاع الأسعار بشكل مستمر، تتكرر الجرائم وأعمال العنف دون إجراءات جدية تكفل حماية الأرواح والممتلكات.
وتؤكد المنظمة أن أياً تكن الأسباب أو الظروف أو المبررات التي تُساق لتفسير هذه الجرائم، فإن النتيجة واحدة، وهي غياب الأمن والاستقرار وتهديد حياة المدنيين. وإن استمرار وقوع مثل هذه الحوادث يحمّل الجهات المسؤولة عن إدارة المنطقة، وفي مقدمتها الإدارة الذاتية المؤقتة، مسؤولية مضاعفة في توفير الأمن وحماية المواطنين ومنع تكرار هذه الانتهاكات الخطيرة.
إن المنظمة تدعو الجهات المعنية إلى تحمل مسؤولياتها القانونية والأخلاقية، واتخاذ خطوات فورية للحد من حالة الانفلات الأمني، وضمان حق المواطنين في العيش بأمان وكرامة، بدلاً من تحميلهم المزيد من الأعباء الاقتصادية وحرمانهم من الاستفادة العادلة من الموارد المتاحة في مناطقهم.

Statement issued by the Syrian Human Rights Organization - (MAF)
The Syrian Human Rights Organization - (MAF) is following with grave concern and condemnation the horrific crime that occurred in the city of Derik, which resulted in the killing of a child and a woman, and the wounding of another person, following an armed attack targeting a house in the city.
This crime constitutes a flagrant violation of the right to life and security, and comes amidst the ongoing state of lawlessness that threatens the lives of civilians and exacerbates their daily suffering. The organization affirms that targeting civilians, especially women and children, is a crime that cannot be justified under any circumstances, and necessitates an urgent and transparent investigation and the accountability of all those responsible.
In this context, MAF asks: Where is the role of the Interim Autonomous Administration in these repeated crimes and violations against civilians? Where is its responsibility to protect the population and ensure their safety and security? While citizens face poverty, deteriorating living conditions, and continuously rising prices, crimes and acts of violence are recurring without any serious measures to guarantee the protection of lives and property.
The organization affirms that whatever the reasons, circumstances, or justifications offered to explain these crimes, the result is the same: the absence of security and stability and the threat to civilian lives. The continued occurrence of such incidents places a doubled responsibility on those responsible for managing the region, foremost among them the Interim Self-Administration, to provide security, protect citizens, and prevent the recurrence of these serious violations.
The organization calls on the relevant authorities to assume their legal and moral responsibilities and take immediate steps to curb the security breakdown and guarantee citizens' right to live in safety and dignity, instead of burdening them with further economic hardships and depriving them of equitable access to the resources available in their areas.
